Попробуйте так:

String folder_main = "YourFolder";

File f = new File(Environment.getExternalStorageDirectory(), folder_main);
if (!f.exists()) {
    f.mkdirs();
}

но не забудьте добавить в AndroidManifest.xml такую строку:

<uses-permission android:name="android.permission.WRITE_EXTERNAL_STORAGE" />
