    OleLoadPicture поддерживает только файлы bmp, ico и wmf. Лучше будет использовать WIC. – VTT 25 май '18 в 7:06

    Используйте OleCreateFromFile например как тут ru.stackoverflow.com/questions/556781/… он поддерживает jpg и png дополнительно. – nick_n_a 25 май '18 в 7:19
