нужно обработать сочетание клавиш когда окно не в фокусе, например ctrl + alt + arrowUp и ctrl + alt + arrowDown и выполнить заданные функции в зависимости от клавиш

нашел лучшее на мой взгляд решение(взял отсюда https://www.codeproject.com/Articles/19004/A-Simple-C-Global-Low-Level-Keyboard-Hook):

UPD: я поспешил радоваться, в данном случае каждая добавленная клавиша работает отдельно, изолированное нажатие клавиш вверх-вниз вызывает событие. знает ли кто нибудь как заставить код обрабатывать только комбинацию клавиш?
