Android studio почему-то не может разрешить этот метод. Ниже представлен сам класс:

Вы импортируете android.util.Base64, а использовать его пытаетесь как java.util.Base64. Замените Base64.getEncoder().encodeToString(encryptedData) на Base64.encodeToString(encryptedData, Base64.DEFAULT).
