    php.net/manual/ru/control-structures.declare.php директива strict_types появилась только в 7 версии. Суда по всему у вас 5.6. Советую вам использовать composer для скачивания зависимости с указанием целевой версии php. Тогда будут загружены только те зависимости, которые поддерживаются вашей версией php – ArchDemon 1 дек в 7:06
